Viewpoints is a non-partisan forum for constitutional conversation and
debate. The perspectives offered in this section are intended to provide context
and understanding of constitutional issues in the news. The views expressed in
these articles do not represent those of the NCC. The NCC welcomes
submissions to Viewpoints from our Museum and Web visitors. Articles should
focus on constitutional issues raised in recent news stories. We encourage all
points of view and recommend that you limit your submission to 500
